Phillip Ramey (né à Elmhurst, Illinois, Etats-Unis, le 12 Septembre 1939) est un compositeur américain, pianiste et écrivain sur la musique.
Il a étudié la composition avec le compositeur d'origine russe Alexander Tcherepnine de 1959-1962, d'abord à l' Académie internationale de musique à Nice, France, puis à l'Université DePaul à Chicago. Il a ensuite étudié la composition avec Jack Beeson à l'Université de Columbia (1962-1965). Ramey a eu des associations professionnelles avec Aaron Copland, Samuel Barber, Leonard Bernstein, Virgil Thomson, William Schuman, David Diamond et Vladimir Horowitz. Pendant de nombreuses années, il était un ami proche et un voisin de Paul Bowles à Tanger, Maroc. Virgil Thomson lui a rendu hommage avec un portrait musical pour piano intitulé "Phillip Ramey: Thinking hard" , il a été enregistré par les pianistes Jacquelyn Helin et Bennett Lerner, et est analysé dans le livre de Anthony Tommasini des portraits musicaux de Virgil Thomson.
Ramey est un compositeur d'œuvres orchestrales dont trois concertos pour piano, musique de chambre, et de nombreuses œuvres pour piano solo, dont les neuf sonates. En 1993, son Concerto pour cor et orchestre à cordes, commandé par l'Orchestre philharmonique de New York à l'occasion de son 150e anniversaire, a été créé par cet orchestre avec Leonard Slatkin, et Philip Myers en tant que soliste. Le 14 novembre 1985, Proclamation for Orchestra,qui l'orchestration de Ramey de Proclamation for piano de Copland, a reçu une "bi-première" inhabituelle: par le New York Philharmonic sous la direction de Zubin Mehta et le Los Angeles Philharmonic dirigé par Erich Leinsdorf. Le concert du New York Philharmonic a été diffusé en tant que "85e anniversaire de Aaron Copland" (épisode 61 de la Live from Lincoln Center telecasts). Sa musique a été publiée par Boosey & Hawkes, G. Schirmer, CF Peters, et Edward B. Marks, entre autres entreprises.
Ramey est l'auteur de plusieurs centaines de notes de pochettes et d'entretiens avec des compositeurs américains, et a servi de 1977 à 1993 en tant que commentateur et éditeur de programme pour le New York Philharmonic. Il est également l'auteur de Irving Fine: An American Composer in his time (un compositeur américain de son temps), qui a reçu le prix 2006 ASCAP Deems Taylor / Nicolas Slonimsky pour Biographie musicale exceptionnelle.
Ramey est apparu dans le documentaire 1998 Let It Come Down: The Life of Paul Bowles et 2000 documentaire Night Waltz: The music of Paul Bowles. En 2010, il a terminé son autobiographie, et il occupe actuellement le poste de vice-président de la Tcherepnin Society.
